Plymouth Graduated Approach to Inclusion

The Challenge

Plymouth City Council identified a growing need for a centralised, accessible hub to host and manage special educational needs resources (SEND). 

The resource directory needed to serve a wide range of users; parents, carers, and educators alike. It needed to be accessible and visually pleasing at the same time as well as engaging and functionally robust. 

Key requirements included easy content management for the client and an intuitive navigation for the user. This information rich directory needed to therefore tick all of these boxes without being too overwhelming at the same time.

The Solution

Underdog Video & Web partnered with Plymouth City Council to bring this vision to life.

Rather than adding to the existing Plymouth City Council website, risking convoluting an already information dense website, the strategic decision was made to create a stand alone platform to host resources for the Plymouth Graduated Approach to Inclusion.

This ensured clarity and minimised clutter, and delivered a focused experience that resonates with every visitor. Starting from the branding through to the delivery of a fully functional and accessible website, the aim was to build a platform that would make a meaningful difference to children, young adults, families, carers, and educators in the Plymouth area and beyond.

Having established Underdog Video & Web to especially support small businesses and the ”little guy” in the community has given Tabea a special connection to this project. Her determination and empathy helped drive the project forward through every challenge.

The End Result

Collaborating closely with the council team, Underdog Video & Web developed a clear and user-friendly website structure, optimised for all device types.

Features include a search function at the very top (header) and the very bottom (footer) well-organised FAQs, and clear CTAs (calls to action) that guide users effortlessly to the information they need or allow them to get in touch and even contribute their own resources.

The website has been highly commended by the community, receiving outstanding feedback and national recognition as the runner-up for “SEND Resource of the Year 2025” at the nasen Awards.
